Participatory process to elaborate the IV Catalan Youth Charter

Challenge

One of the challenges of the associative movement is how to reach emerging organized groups but not yet constituted as entities. How to deal with this situation in the field of youth associative movements? How can we identify and add young people mobilized in a nation participatory project with the aim of developing two transversal and transformative projects?

Answer

Spora Sinergies has accompanied the National Council of Youth of Catalonia in the preparation of the contents of the IV Catalan Youth Charter and the Youth Action Plan 2017-2020, two projects focused on giving voice to the problems and demands of young people and their proposals to transform society.

To develop these contents we have designed a participatory process, based on:

• 10 territorial workshops that collected 550 claims.
• 3 sectoral workshops formed young people who participate in local youth councils, as well as in political, union, social and educational entities.
• Online digital questionnaires aimed at entities and young people.
• Organization of the IV Catalan Youth Congress, in which we organized 24 thematic workshops to define the issues, claims and proposals collected.

The proposals have been built around 12 thematic axes that encompass the set of concerns of youth: youth occupation, education, housing, health, gender equality and LGBT+ , global justice, sustainability, territory and mobility, youth participation and association, diversity and rights of citizenship, culture and communication and New Technologies.
