With the conclusion of the validity period of the III Drug and Addiction Prevention Plan of Navarra (2018-2023), the Instituto de Salud Pública y Laboral de Navarra recognizes the need to evaluate its implementation and results. This evaluation aims to assess the extent to which the Plan’s objectives have been met and to identify both strengths and weaknesses to guide the development of the new Plan.
To solve this challenge, Spora designs a mixed-methods evaluation. For the quantitative analysis, a pre-post design with a comparison group was developed using the difference-in-differences (DiD) technique, which allows for attributing policy impact by comparing consumption data trends in the Autonomous Community of Navarra with those of Spain. The qualitative methodologies included a summative judgment evaluation conducted through evaluative sessions and interviews with key stakeholders, and two focus groups with members of the general population. Moreover, public participation was also encouraged through the “Open Government” platform. The outcome of this evaluation is an evaluation report, and an executive summary designed for external communication. The report identifies the extent to which the expected changes have been achieved and provides insights on how the Plan’s implementation has facilitated or hindered its success.
