The Environmental Health Unit of the Public Health Service, part of the Trade, Consumer Affairs, and Public Health Area of the Barcelona Provincial Council, has identified the need to design a model Beach Use Ordinance. This model aims to provide municipalities in the Barcelona District with a framework for developing their own regulations. It must comply with current legislation while addressing the challenges associated with beach management.
A co-design process has been conducted, consisting of six participatory sessions with the Technical Working Group on Beaches. This group is composed of technical representatives from coastal municipalities in the Barcelona area. Their work is based on a documentary review of existing ordinances from various coastal municipalities in the area, as well as the Beach Use Ordinance for coastal municipalities within the Barcelona Metropolitan Area. Each participatory session focuses on collaboratively designing different sections of the ordinance using the collected documentation. The outcome is a model Beach Use Ordinance, which has been reviewed by the legal team of the Barcelona Provincial Council and is now available to all coastal municipalities.
