Introduction to equal treatment and non-discrimination in municipal services at the local level, Hospitalet de Llobregat

Challenge

L’Hospitalet City Council wants to promote equal treatment and non-discrimination and improve working practices from an intersectional approach, with the following objectives:

  1. To introduce the normative and conceptual framework on this matter.
  2. To generate a shared discourse on equal treatment and non-discrimination and public policies.
  3. To jointly reflect on intersectionality as an analytical tool for tackling discrimination.
  4. Identify routine actions that can lead to discrimination.
  5. To provide guidance on the detection of discrimination among citizens.

To this end, Hospitalet City Council decided to carry out an internal diagnosis of its organization through the activation of a municipal office for non-discrimination and equal treatment.

Response

Spora set up a multidisciplinary technical commission, made up of social technicians, mediators, technical management staff and municipal police, which carried out a diagnostic process aimed at identifying weaknesses and threats, as well as strengths and opportunities, of the teams in the Coexistence Area, in terms of specific knowledge, work mechanisms and internal planning in relation to the promotion of the municipal office for non-discrimination and equal treatment. A document was then drawn up to plan the actions to be promoted by the technical committee for the activation of a municipal office for non-discrimination, which includes a timetable of the actions to be carried out, the identification of the people responsible for leading and implementing them, as well as a list of resources and examples to facilitate this task. In addition, as part of the process, a training/reflection session on non-discrimination and equal treatment was held for the technical teams of the Coexistence Area that will participate in the activation of the office.
