The international NGO CARE is developing in Haiti the “Katye nou pi bèl” project. This project aims to develop the master plan of four districts of the Haitian town of Carrefour: Ti-Sous, La Grenade, Sapotille and Aztèk.
With an integrated approach, based on strong community participation, the project is implementing an urban development plan that has been approved by residents, local authorities and the government institutions involved. This approach has enabled people to participate in the development of neighborhoods through the evaluation of risks and disasters, the development of the management plan, the prioritization of actions and the mastering of the works. Emphasis has been placed on strengthening the capacity of local actors to be involved in all the stages of the development of their neighborhoods.
The objectives of the external mid-term evaluation of the “Katye nou pi bèl” project, developed by WE SPORA, consisted mainly of:
– Assessing the implementation of the projects in accordance with the defined objectives and the expected outcomes.
– Analyzing the operational organization, participation and ownership of the parties involved.
The operational work of CARE has led to an analysis of development based on four different criteria: effectiveness, efficiency, relevance and impact.
